Winter snow

Why is it that snow always surprises people who live in the Northeast? Why is it that people always have to run to the grocery store to buy a week's worth of groceries when we're getting a snowstorm? Why is it that people wait until the first snowstorm to put snow tires on their cars and buy snow shovels, especially when they've lived in the snow belt all of their lives and should know that the winter months bring snow? Why is it that people will go to the bar to drink and then sit there and complain about how bad the roads are? Why is it that people who hate the cold and snow still live here?
